Why am I recently seeing "//" instead of "http: //" for resources?

I saw more Javascript files and images and CSS loaded as follows:

src="//somepath" 

instead

 src="http://somepath" 

What is it and what does it mean? Is there any documentation there?

This is called a relative URL. Paul Irish wrote a nice blog post about this.
