Filter API for free Google and Gmail users

Is there a way to create a filter in gmail programmatically for gmail users, as well as for free Google application accounts?

So it looks like the API (as you said) is only for Business / Education accounts, and Google does not support Sieve in your IMAP account - http://support.google.com/mail/bin/answer.py?hl= en & answer = 78761

As I see it, your only option is to create a custom IMAP client that creates and saves the rules on your own server, and then manipulates the email locations โ€œmanuallyโ€ - this is quite a taxation process if you ask me, but doable :)
