IPhone application for a limited set of users?

Is it possible to create an iPhone application for a specific group of users? For example, can we create some kind of private group in the App Store, and our customers can go to this group, and then the application will be available to them?

If my application has a start page, for example, request a license / contact, so can only users access this who has this Pin, is this acceptable for the App Store?

Basically, I want to set access to my application to a limited set of users, so what are my options here? I do not want to go to the "Enterprise Program", since my users are not employees of my organization, they can be anyone, anyone in the world.

In general, the application should be accessible to everyone, otherwise it will not be accepted for publication on the Appstore. However, it is permitted to require any registration, regardless of whether it is free or worth something. It is also possible that the software will also require some hardware. For example, an application that works as a remote control for a media player.

There is no such thing as a band in the Appstore.
