Open the project file. In the "Build Options" tab, find "Objective-C Automatic Link Counting". Set the value for it.

Yes, of course, if you want to deliver the product for iOS 4.0 and above, you can definitely use ARC.

You can disable "Use automatic reference counting" by clicking on your project in the navigator (the top item in the search bar on the left), click on your target, select "Build Settings" and disable the option "Objective-C Automatic Link Counting"

If the programmer is a novice, then this is good advice to let them do it manually, otherwise its basic principles of memory will never be clear, otherwise it's just fine to use.
