Yes, the only way to do this is to create a second application with a new name and package identifier, for example. MyApp Edition - Brazil.

Apple generally doesn’t like the fact that you do this, so it's best to just use a category that works everywhere. But if you really need it to be in games in the USA, and let it be available in Brazil, this is your best option.
