Receive and decode H.264 live stream in Android

I appreciate the ability to display H.264 Continuous Live Channel (RTSP) on an Android device (2.3+ or even 4.0). I need a delay time (the source to display, may suggest that the source encoding has a zero delay) within 1 second or so. I wonder if anyone has done this already? What would be a good approach to achieve this?

Perhaps you could just try it. H264 is supported by android and even hardware accelerated on the latest generations (upper and middle class devices). There is a MediaPlayer class that can be used to play video files, and also supports http and rtsp URI streams.
