ITunes Connect Add localization error: "The name of the application you entered has already been used."

Question

I created a new application in iTunesConnect with the German language Defaut. When I tried to add another localization ( UPDATE : I am trying to add it to iTunesConnect for the same application where you change the application metadata), I received an error message: "The name of the application you entered was already used.", But I did not change him, the name of the application matches the name of the German.

Has anyone else come across this?

Is now a different application name required for each localization? Previously, we had the same application name for each localization.

If we can provide different application names for different localizations, why can't we have the same application name for each localization, as before?
