Assuming your console application uses one of the built-in methods to load web pages (WebClient, HttpWebRequest, etc.), they all have a Proxy Property , which should do what you need. They almost all work the same way, so here is an example provided by the MSDN documentation for HttpWebRequest.Proxy:
