Where can I find the Chinese handwriting recognition engine for Android / IPhone?

I am interested in developing something that will use Chinese handwriting recognition software on smartphones. Before starting, I wanted to check if there are any free (for open and commercial applications) tools already developed for use. I tried to search for myself, but I could not find anything that stood out specifically for use on the iPhone or Android.

Are there any free to use (for commercial purposes) engines / frames for Chinese handwriting recognition? If so, where can I find them?

My impression of Tegaki, and I looked at him, is his GPL v.3. Maybe I'm wrong, but GPL 3 is copyleft, and you can’t use it for a commercial project? - user1137858 January 9 at 2:36

TOTALLY NOT FULLY. it's so wrong, I don’t even know where to start. there is nothing right about the second sentence, except for its grammatically correct one, and, at your service, you have the phrase "Maybe I'm wrong." please take the time to learn about GPLv3, and how many commercial projects are there that use this software license. I will leave it to you to do this research for myself.
