How do you programmatically change 3G and 4G on Android?

I have studied this somewhat, and I think it is impossible, but to think that something is not possible on the Android platform is blasphemous. The idea is to create a widget that switches between 3G and 4G to save battery without having to enter settings. In fact, this is not the settings menu of just another application, so should it be possible in other applications, right?

There are no APIs in the SDK that allow you to do this. This does not mean that Android does not support network selection settings; it just means that Google did not consider it necessary to provide mere mortals (application developers) with access to the required APIs, since alextsc_off refers to.
