Styling css for the <select> <option> drop-down list for all browsers and Windows / OSX

Question

I want to create my drop-down list so that instead of using the default styles of the OS, I can replace both and the custom background images. Is there a solution that works in all major browsers (IE, Firefox, Chrome, Safari), as well as for all OS (Windows, OSX, Lunix). I know that OSX has its own type of drop-down boxes, especially difficult to style with CSS.
