Are there any existing options for rotating the spinning wheel, for example (and not the anchor counter itself) for Android?

There are several things that look like you should be able to change your needs.

As mentioned in the comments, you can use the Mind The Robot Analog Rotary Knob , which is a little rough around the edges, but you can use it as a base.

There is also a step-by-step step-by-step guide for creating a Rotating Dialer , which, again, is not quite what you need, but can be further modified.

The latter may be the most promising, this is Rotary Knob Widget , the author states that the implementation can be useful as a volume that is very similar to your original picture.
