Is there a database of time zones available for download?

I searched and found a couple of web services that do this, but I was wondering if there is a public domain database that provides a list of latitudes and longitudes for standard time zone lines? I would like to be able to calculate which time zone is the coordinate, without using a web service. I figured that timezone boundaries are mostly static and probably decided by some committees, so there should be CSV or GPX or KML there.

I would like to be able to check what time zone the coordinate is in, for example:

48.856667 2.350833 - GMT + 1 or CET

This is a series of files - time zone polygons (shapefile) that you can transform into borders. With work on your part.

You should note that simply knowing TZ does not guarantee that you know anything about the current correct time or date there in terms of the local calendar. Time Ex: The Knesset Isreali (Parliament) decides when daylight hours begin and end - sometimes they chose a date in the past. Ex Date: The Hijri calendar changes months based on the ability of people in Mecca to actually observe the new moon. Cloud days change the date.

Askgeo.com has a Java library under a commercial license. (Scroll down the page to find information about this). They take 2 grants for him, although, given the amount of work that they had to put together in the assembly of vector cards, etc., I can understand that they want money.

I tried openstreetmap, and they have data, but it will be buried on a map of the Earth, and not completely useful itself. For example, on Wikipedia: http://en.wikipedia.org/wiki/List_of_tz_database_time_zones
