I can understand how some sites can deliver multiple WebViewClient.onPageFinished() to a page due to the presence of multiple frames on this page or to go through multiple redirects to reach this page.
But some sites keep loading and loading ... never reaching 100% when all the content already exists (with PictureListener.onNewPicture() already firing multiple times).
Why?
What does it load that rarely (if at all) reaches 100%?
What are the scenarios in which something like this could happen?
(A slow internet connection really cannot explain "never", except that this slow connection works just fine for the vast majority of other sites)
