I think the original Project page extension does this by setting the IDE Notifier (see TProjectPageNotifier below). I do not think this has anything to do with the Project Manager. It just listens for notifications about files that open in the IDE, and if it is a project page, it will open it in the built-in browser instead of the standard HTML designer. Here is my attempt to reproduce this functionality for Delphi 2007.

However, I don’t know what effect the “Resource Folder” has. This parameter can be saved and read from the .dproj file, it also checked that it exists, but I do not know how the original extension uses the folder path. If you find out, let me know, I will include it in the code.
In addition, part of this code is copied from my answer to another question of yours that I compiled (and tested briefly) in Delphi 2007 and Delphi XE. This code has only been compiled and briefly tested in Delphi 2007.
