How to access Android from a browser

I saw several applications recently called lazyview and airdroid on Android that connect wirelessly to any browser using the local IP address and port. What they are referring to may be applications, viewing the battery, mostly most settings, including video files, etc., and not just file structures. Does anyone know how to do this, or if there is any open source code that can do this.
