Perhaps this is too obvious:
the official equipment page may be what you are looking for; clicking on any version leads to a review that describes each option in detail. There is also a list of official equipment on Wikipedia, although this may not be as relevant.
The lowest voltage for any official Arduino MCU, as far as I know, is 3.3 V. I am not sure about the current; forum thread Minimizing power consumption seems to be more detailed.
(update by mh) . Based on the table above, the highest support chip supported by Arduino is an ATmega168 with 16 KB flash and 1K SRAM.
