As far as I understand, heroku does not allow saving downloaded files for a separate rails application. Its documentation mentions that files can be downloaded to an Amazon S3 instance.
Currently, I don’t have an S3 account, so believing that I just want to start with a proof of concept of the type of application, it makes sense to register for such s3 accounts or there are options (ideally combined with the hero) to let you upload and store files after application deployment.
