It seems that the SDK wants me to first create an application to use the emulator, but I am not building an application, I just want to check the compatibility of my mobile site with Windows phones. If you install the free Windows Phone SDK, you can run the emulator offline (i.e. without starting Visual Studio).

Find "Windows Phone Emulator" in the "Start" menu and immediately launch it.

Once in the emulator, the only thing you can do is launch IE Mobile.

(To enter URLs and other text using a real computer keyboard instead of the on-screen keyboard, press Pause / Break to switch keyboard mode)
