Scheduling Jobs in Windows

What is the best way to schedule simple batch jobs on Windows? My current need is to dump some SVN repositories every night and FTP dumps to our outside FTP, and then email one or more people who have completed / failed to back up.

This is similar to what I usually do in unix script + cron. Is this possible on the windows? Perhaps using Cygwin?

Scheduled Windows Tasks. This area is accessible through the control panel and may require administrative rights. This is basically crontab for windows. Run the Windows batch file (or any executable file) at the specified interval using the specified user.
