I already tried the tools already mentioned here, and then came across Valentina Studio http://www.valentina-db.com/en/valentina-studio-overview , which, in my opinion, is far superior to other GUI tools. It's free. It runs on three OS: MAC, WIN, LIN. It works with both mySQL / mariaDB and PostgreSQL, SQLite and Valentina DB. I think he deserves to be at the top of the list.

Personally, I like the sqlite manager firefox plugin (https://addons.mozilla.org/en-US/firefox/addon/sqlite-manager/). However, I have to say that sqlite is really suitable for the command line very well if you are ready to overcome the "no gui" hurdle.
