Convert .rules file to Visual Studio 2010..targets file

Question

I am trying to use flex and bison in Visual Studio 2010. I found the .rules file on the Internet, but it is only available in vs2k5 / 2k8. How to convert it to a new format? .Targets?

I used the TinyMath project, available in the link below, to verify this.
http://msdn.microsoft.com/en-us/library/aa730877%28vs.80%29.aspx VS2010 will automatically convert it to .targets format.

Visual Studio 2010 does this automatically when you migrate a project.
