I have a style that I apply to my buttons. Can I apply the same style to the button of a file upload item without affecting the input field?

The file element design is not supported by almost all browsers. In some browsers, this is allowed, and in some browsers it is not allowed.

You cannot make it browser compatible. Basically, you do not have full control over its design.
