I understand that this restriction is impossible - cannot be done.
Several other S3 users would like to limit the amount of traffic that their account can create in order to limit maintenance costs. This is equivalent to limiting the number of downloads.
S3 budget management was a requested feature back in 2006.
There is still not a word from Amazon AWS in the stream below that tracks this request to add a feature on S3 where accounts will disable access when the budget is reached. The stream that comes to this day contains ideas for workarounds among complaints:
