Can a cvv2 credit card start with 0?

This is a very simple question that is not easy to find on the Internet.

Can credit card number cvv2 begin with 0?

Example: 082

Common sense says no (since the integer and leading zeros do not change the value), but I have an end user report with 0 as the first digit.

A link to authoritative documentation, such as Visa or a payment processor, please.

Yes, credit card number cvv2 can contain zero. I have no documentation other than the fact that my Visa credit card has the number "087". Hope this helps.

You are not the only person having this problem, http://forums.digitalpoint.com/showthread.php?t=152601

Although I did not find the documentation of card issuers.
