This is a very simple question that is not easy to find on the Internet.

Can credit card number cvv2 begin with 0?

Example: 082

Common sense says no (since the integer and leading zeros do not change the value), but I have an end user report with 0 as the first digit.

Yes, credit card number cvv2 can contain zero. I have no documentation other than the fact that my Visa credit card has the number "087". Hope this helps.
