You can edit any changes (also presented at least for new versions of Perforce (at least 2009.2)) with
p4 -c <client-name> change <change-number>
Make sure $ EDITOR is installed.
If you are using P4V or P4Win, you can simply select the submitted change list, right-click and select "Change."
