Is cms / content.phtml used?

Judging by the file structure, you think that the cms page uses the file content_heading.phtml to print the title and content.phtml to print the content of the page, but apparently this is not so.

Changes to content_heading.phtml are just fine, but for content.phtml; nothing.

Is content.phtml used? If not, how would you change or add html around the content without using wysiwyg in admin?

I can not find any links within cms/content.phtml . It does not seem to be used. On the CMS pages, you can customize various content templates for your request, most of which follow typical Magento layouts.

Look here for a tutorial on how to add a new CMS template that you can modify as you wish.
