Can I use the Graph API to upload photos to facebook without a news post?

I think you can get around the post if you upload a photo to a user’s album, and then publish your own news in a user’s album, for example, “here is my new photo from application XXXXXXX,” the profile will only show a news message and upload photos. Make sure to publish the photo first and then publish the news.

use the no_story=1 parameter in your photo upload.
