For assembleinfo, when you set the revision to an asterisk, the documentation says that the revision is random. This is a problem because I do not want to have a lower version number in an assembly that was built twice in one day.

Is this time or random?

You are at the mercy of this default behavior. But I would suggest that you make version numbers based on your SCM revision number. There are many articles on the Internet on how to do this. It has many advantages, the most obvious being the ability to verify the exact revision of the code corresponding to a given binary file.
