Is the HTML5 file API really a file upload change for the user?

I use the HTML5 file API to upload a file to the server.

He offers the following amazing things,

• Download an object that supports the progress event, which allows you to show a good progress user interface to the end user.
• XHR.send (File) and XHR.send (FormData) can transfer large files (a decent size without a course) through a wire without having to be fully loaded into memory.
• input type = "file" with several option.
• Drag Drop from the desktop to Firefox and Chrome.

Everything looks promising and good, but still considering its good old HTTP protocol, which is also an unpredictable network. I would like to know if HTML5 will still be going to change the file upload experience beyond the progress of the user interface and all. Or it will be the same maximum 2GB HTTP request size (ASP.NET) and bandwidth limits. Will it allow large file sizes.

HTML5 (or any other markup language) will not and cannot change any server-side rules or circumvent bandwidth limits.
