Converters have two tapes (input and output). NFA has only one.

When we see the definitions of both converters and the NFA, we can see that the converters have an output alphabet and output function. Thus, different converters and NFAs mean that the NFA only changes internal states, but converters not only change internal states, but also provide outputs.
