Kevin Marshall created an example that did just that using beta tools.

His blog post explaining this and a copy of his cna code can be found at http://blogs.claritycon.com/kevinmarshall/2010/05/12/windows-phone-7-prototype-001-speech-recognition-on- wp7 /

The offline API is currently unavailable, and it looks like the future direction for this is online - see the Hawaii project - http://research.microsoft.com/en-us/um/redmond/projects/hawaii/students/default. aspx (version this should be released in February 2011)

Who would have thought that after 18 months the Hawaii project is still “intended for academic use only”, i.e. not yet ready for prime time in my book. A new “online alternative” has been added here: AT & T Speech to Text API.

News - http://www.research.att.com/articles/featured_stories/2012_07/201207_WATSON_API_announce.html?fbid=sM4gRrHiK7I

API Information - https://developer.att.com/developer/apiDetailPage.jsp?passedItemId=10700023

The only drawback is the cost of $ 99 / year for using the AT & T API. Not a great solution if you give away your applications and do not get significant advertising revenue.
