You may have a second application configured to receive the PACKAGE_REMOVED broadcast when the original application is uninstalled. I do not think that you can influence the removal of the first application, but at least you can respond to it (clear files, etc.). This will work, of course, if the second application has not been uninstalled first.

Impossible. If your user wants to remove your application, why do you think it would be nice if something came up before they can do it?
