Expression Blend and Visual Studio use the same .sln and csproj / vbproj formats. Visual Studio always opens the solution file at the same time as opening the project file. If VS can find the associated sln file, it will open it along with the project file. I assume Blend works the same way. Thus, in your case, this means that all related projects are also loaded.
If VS cannot find the corresponding sln file, it creates an empty solution and adds your project. This is why you sometimes get a request to save a solution when closing VS / Blend.
