Are duplicate directives in php.ini causing the problem?

Today I sent an ops request to update some php.ini directives and found out that he just added them to the end of the file. My Google search query did not actually come up with any information about whether this is a problem or not duplicates there and how they will be sorted. Obviously, this can be confusing, but I would have a strong argument if I knew whether it was acceptable or not.

Any input?

Thanks in advance...

The last mentioned value takes precedence.

memory_limit = 32M ... # more directives memory_limit = 128M <EOF>

Makes memory_limit equal to 128M.

This is usually not a crisis if something is announced twice. Then the normal behavior would be to use the processed last value.
