I think there is one LGPL that is multi-platform and capable of both streaming and displaying: GStreamer . Please note that not all codecs available for GStreamer are LGPL.
(Another option that comes to mind is LIVE555 Streaming Media , which is an LGPL but does not handle display.)

GStreamer should work as described above, and also try trying FFMPEG (which I always preferred to GStreamer itself). It works with streaming audio / video and is LGPL.
How about FFMpeg . FFMpeg can be used for streaming media content, as well as for working with Windows, Linux and Mac.
