Can I have a link to the title tag on the page?

I am a big proponent of web standards, but I have one question that I'm a bit puzzled with; Can I combine an anchor tag and a title tag?

Example

<h2><a href="link.html">My portfolio</a></h2> 

I can’t put my finger on it, but something deep inside tells me the reason why this technique cannot be used. (Maybe due to parsing of search engines, etc.). What are your thoughts?

What you have, the anchor inside h2, is great and is the most common way to do it.

This is completely legal and good. Search engines will not understand this link.

Using href inside h2 is quite acceptable, but since it is a header, it is likely that the link can be added somewhere else (perhaps inside the p tag), because users usually do not expect links in the headers.
