I don’t know if it was the simplest but one audio-tagged audio tag written in Python that I have heard many times about: Mutagen .

Its essence: eyeD3 (with a quick hack for installation on Windows) or a mutagen (without a lot of documentation). Examples of each in action: How do you insert album art into MP3s using Python?

There is also a https://github.com/disko/bp.tagging package that wraps a mutagen - this can help you figure it out.
