Why does DeviceIoControl throw error 21 (the device is not ready) from C # when the equivalent in C is working fine?

I am trying to send the IOCTL_SERVICE_REFRESH command to the intermediate GPS driver service using C #, for example:

GetLastWin32Error always gives me error 21 (device not ready). However, an equivalent call when made from C ++ works fine:

I suspected a problem with the PInvoke signatures, but I cannot find anything bad here:
