First and foremost, mailto not a "tag", it is a URL scheme . Secondly, no, this scheme allows you to provide values ​​for RFC 822 headers. There may be hacks supported by specific MUAs, but they will not be portable.

I'm not sure about mailto, but the /a switch can be used with Outlook. Finding help in Outlook on the "command line" gives details. Naturally, since this switch is only for Outlook, and you need a way to Outlook, there are restrictions (as well as, possibly, restrictions on access to files from the Internet).
