How to set up a login screen for Windows Vista and 7?

I need to create a Windows login user interface for Windows 7 and Vista that logs the username and image from the webcam (replacing their login screen). I don’t know where to start. Can I do this in C # or will I have to use C ++? Any link would be helpful.
