Is there anything that can cause the modified length of a PHP CRC32 function to change?

No, by definition, CRC32 has 32 bits.

You can only change its presentation. For example, although it can be represented by 4 8-bit bytes (and therefore suitable for PHP int), you can represent this number in the base 10 in a string, and then it can contain 10 characters (unsigned), since 2 ^ 32 -1 - 4294967295.
