What you are looking for is the so-called “Holy Grail” column layouts. For example, Matthew James Taylor has developed a robust suite, including the Perfect “Double Page” 2 Column Liquid Layout (Percentage Width) , which should (perhaps with some tweaking) fit your requirements.

There is no 100% solution to this problem in pure HTML and CSS with a div, so you have to compromise. You have two options:
