Why <cite> when I have

The <cite> html element should convey more semantic information than just using <em> . But what is the main difference in their use and purpose?

<cite> goes around the quotes. <em> goes around the selected text. They have completely different meanings for things like search engines and screen readers.

It is easy to imagine a situation in which you want to type quotes differently than the underlined text. This can be done easily using, for example, style sheets, due to the fact that the tags are different.
