You should have a minimal installation of Cygwin. rm is usually contained inside coreutils.

It should be in the coreutils package. I have not used Cygwin for a long time, but if it has not yet been updated to coreutils , try to find the fileutils package. This is pretty dated, considering that the pages on the GNU site for the packages fileutils , sh-utils / shellutils and textutils all link to the coreutils page.
