Why is Unicode.org no longer offering a UTF-8/16/32 converter?

Ftp://ftp.unicode.org/Public/PROGRAMS/CVTUTF/ is used as a reference converter from UTF-8/16/32 to C. This included the files ConvertUTF.h and ConvertUTF.c.

It was freely available and included in many open source projects. It is even recommended in the Microsoft documentation: http://support.microsoft.com/kb/q232580/

But now everything is gone! What story? Can it still be used legally? Was there a problem with this?

The answer is outlined here . In short, it remained unchanged, made a mistake, and was not updated to the latest version of Unicode, so it was deleted.
