How to dial a phone number using .NET?

Question

I was looking for some time how to dial a phone number programmatically (using C #). I read an article about using Microsoft TAPI to do this job. However, I could not fully understand her.

so I was hoping to find alternative ways to do this or a simpler tutorial than the one suggested in msdn. or, if possible, C # readable with a SIM card that could allow me to dial / dial numbers.
