Good solutions for a video chat website

I want to create a video chat web service website. I need one that does the following:

• Offer two chat members via IM, and they can accept the chat invitation and connect to the video. (video roulette)

• can determine how long two participants go. (or can be encoded)

• Can track and record chat.

• may interrupt the chat if it chooses (for example, if the chat is more than 10 minutes) - (or this function can be encoded)

• may interfere with the participation of two users in the chat (block chats)

So far, the only really good solution I've seen is red5. Are there any really good ones out there?

This can be done in your client application by selecting a random user and creating a chat with him. As soon as this is done, the contact request should be sent to this user, and then on this side of the user it is necessary to add automatic receipt of the contact request.
