I think you should use the tfoot tag as it is semantically indicated for this type of thing. But, like many things in HTML, you are not forced to do this anyway - you have the freedom.
This specific example would be sufficient in any case - as a simple TR containing a TD (if necessary colspan), or tfoot with TD (if necessary, if necessary).
As for adding links to the body to go to the footer, this is terribly nice in terms of usability. But this type of thing is objectively not subject to liability - it depends on what your project requires.
You cannot put a tfoot anywhere in the table, these are the rules ( <td><tfoot>...</tfoot></td> will be no-no). To use the tfoot tag tfoot see http://www.w3schools.com/tags/tag_tfoot.asp
