According to the IEEE citation style reference, if we specify URLs, the URL access time must also be specified.

You can find the ieeetran bibtex style at the link. Although the β€œaccess time” field is missing, for many types of documents there is a β€œnote” field that may suit your purpose.

You can check the changed styles styles on urlbst . This is what I usually use, although I enter the lastchecked field manually in the .bib file.
